When you file Form 2290, the IRS asks for your taxable gross weight. This is not the empty weight of your tractor. It is the combined total of three things:
- Unloaded weight of your truck (the tractor itself)

- Maximum load you are designed or expected to carry
In other words, it is the maximum total weight of everything on the road when your truck is fully loaded.
A Real-World Example
Say you are an over-the-road driver with a standard setup:
- Tractor weight: 18,000 lbs
- Empty dry van trailer: 14,000 lbs
- Maximum freight load: 48,000 lbs
- Total taxable gross weight: 80,000 lbs
Since you can legally scale up to 80,000 pounds, your taxable gross weight puts you in Category V: 75,000 lbs or more. That means you owe the maximum HVUT of $550 per year.
2290 Weight Categories and Tax Rates
The HVUT starts at $100 for vehicles at 55,000 lbs and goes up by $22 for every additional 1,000 lbs. Here are the key milestones:
- 55,000 lbs: $100
- 60,000 lbs: $210
- 65,000 lbs: $320
- 70,000 lbs: $430
- 75,000+ lbs: $550 (maximum)
The tax caps at $550 regardless of how much your truck actually weighs beyond 75,000 lbs.
Logging Vehicles Pay Less
If your vehicle is used exclusively for transporting harvested forest products, you qualify for a reduced rate: 75% of the standard tax. You must check the logging vehicle box on Form 2290 to receive this discount.
Suspended Vehicles
If you expect your truck to travel fewer than 5,000 miles during the tax period (or 7,500 miles for agricultural vehicles), you can file it as suspended. You still file Form 2290 but you owe zero tax. If you later exceed the mileage limit, you will need to refile and pay.
